Bulawayo Mayor David Coltart Has Not Been Recalled – Tshabangu Faction
Story By Staff Reporter
The CCC faction led by self-styled secretary-general Sengezo Tshabangu is moving to dismiss a claim by one of its former allies. Mbuso Siso says he has recalled Bulawayo mayor David Coltart through a letter to Local Government minister Daniel Garwe. However, the Tshabangu faction says Siso has no standing or mandate to do that.
In addition, the faction is expected to issue a statement dismissing Siso’s claim any moment from now.
Tshabangu Faction Rejects the Recall
A political ally of Tshabangu dismissed the claim outright. “It’s not true. Bulawayo mayor David Coltart has not been recalled. Those claiming that are spreading false information or fake news. We are going to issue a statement on that issue in the next 30 mins,” the ally said.
Similarly, Senator for Matabeleland South and Chief Whip of the opposition, Nonhlanhla Mlotshwa, was firm. “We have NOT recalled Coltart,” she said.
Meanwhile, Coltart himself said: “I have no idea.”
What Siso’s Faction Claims
Siso leads a faction within the party. According to reports, it sent an official notification dated October 7 2026 to Garwe. The letter declares that Coltart has “ceased to be a member” of the party. It also requests his removal under Section 129(1)(k) of the constitution.
Furthermore, the purported recall follows an ongoing power struggle in the Bulawayo City Council. The council also has deep policy disagreements. Finally, an escalating dispute over the city’s waste management plans was the trigger for the recall.
Nevertheless, Tshabangu faction members insist the claim is “fake news”. They argue that Siso has no power or standing to make such a recall.
A Party Divided by Factions
The CCC has devolved into severe factionalism. Two things drove the fracture: the lack of formal party structures and the dramatic resignation of founder Nelson Chamisa in January 2024.
As a result, the party now has factions and factions within factions. Notable factions are led by Tshabangu, Jameson Timba, Welshman Ncube and Promise Mkhwananzi.
Moreover, internal chaos has caused deeper fragmentation within these groups. Internal power struggles, financial disputes and shifting allegiances drive it.
