Bulawayo Announces Citywide Water Interruption

Bulawayo residents are bracing for one of the most severe stretches of water rationing in recent memory, as the City Council pushes ahead with an extended shedding programme even as the situation on the ground grows more complicated than a simple lack of rain.
A City Under Renewed Pressure
Effective from July 10, 2026, Bulawayo City Council implemented a temporary 120-hour water-shedding programme, citing critical maintenance work on the raw water pumping infrastructure feeding Criterion Water Works — the plant that treats water for much of the city. The disruption centres on the Flowserve raw water line, one of two major pumping lines (alongside the Sulzer line) that carry untreated water from the city’s dam network to Criterion for treatment.
That detail matters more than it might seem. According to council’s Director of Water and Sanitation, Engineer Sikhumbuzo Ncube, the Sulzer and Flowserve lines have a combined raw water pumping capacity of roughly 105 megalitres a day — but for an extended period only the Sulzer line has been operational, effectively halving the volume of raw water reaching the treatment works regardless of how much water sits in the dams themselves.
That last point is the twist many residents may not fully appreciate: Bulawayo’s crisis in 2026 is no longer purely a story of drought. As of recent weeks, the city’s dams were sitting at a combined 65–66% of capacity — with Insiza Dam at around 85% and Mtshabezi Dam near full — figures that would have been considered comfortable just a few years ago. Yet council has maintained a 72-hour shedding programme regardless, pointing squarely at ageing and damaged pumping and distribution infrastructure as the binding constraint, not the dams.
Compounding the problem, council officials have acknowledged that the city loses an estimated 42% of already-treated water through leaks and infrastructure failures before it ever reaches households — meaning even a full treatment run at Criterion doesn’t translate into proportional relief at the tap.
The July 8 notices affecting Barbourfields, Hillside, and the Central Business District, alongside the 120-hour programme covering Nketa, Nkulumane, Pumula, Magwegwe, and Cowdray Park, illustrate how widely the current restrictions are being felt across the city, from high-density western suburbs to the commercial core.
The Human and Infrastructure Toll
For many Bulawayo households, “water shedding” stopped being an occasional inconvenience years ago and has become a fact of daily life, with water access reduced to a handful of hours or days per week during the worst stretches — including a 170-hour schedule during a previous drought-driven low point. Council officials have also linked the constant cycle of shutting off and restoring supply to a rise in pipe bursts and sewage overflows, as ageing pipes are repeatedly stressed by pressure changes each time valves are opened and closed.
The cumulative effect reaches well beyond inconvenience: strain on household hygiene and sanitation, disruption to small businesses that depend on running water, and — as seen during past shortages — residents turning to unsafe or unregulated water sources, including water siphoned from leaks, when official supply runs dry.
What the City Is Doing
Council has acknowledged the infrastructure problem is now the priority. Officials say a rehabilitation project is underway aimed at restoring full operation of both the Sulzer and Flowserve pumping lines, which would roughly double raw water reaching Criterion Water Works. Separately, the city has also expanded its own groundwater development programme, drilling additional municipal boreholes to supplement dam-fed supply. However, council officials themselves have cautioned that boreholes offer only temporary relief — the underlying dams are no longer sufficient to meet the demands of a growing city, meaning infrastructure repair, not new water sources alone, is likely to determine how quickly rationing eases.
What Residents Can Realistically Do
With repairs likely to take time, many households are looking at ways to reduce their dependence on the municipal schedule. There’s no single fix, and each option comes with real trade-offs worth weighing before spending money.
Private boreholes. A private borehole taps groundwater directly, independent of council’s schedule. It’s the most complete form of household water security, but it isn’t cheap or risk-free. Current market pricing in Zimbabwe typically includes a geological survey (roughly $70–$100), a standard 40-metre drilling and casing package (roughly $900–$1,200, with about $30 per additional metre in harder ground), and a pump and wellhead setup (often another $1,000 or more, more for a solar-powered pump). All told, most residential boreholes land somewhere between $1,500 and $4,500 depending on depth, geology, and pump choice. Yield isn’t guaranteed — a geological survey reduces but doesn’t eliminate the risk of a low- or no-yield hole — and boreholes still require maintenance, occasional flushing, and eventually pump replacement.
Rainwater harvesting. Gutters feeding into storage tanks are a much lower-cost entry point, particularly useful given Bulawayo’s rainy season, though volumes are seasonal and unreliable as a year-round primary source.
Water storage tanks. Even without a borehole, adding tank storage (typically sized 1,000–5,000 litres) lets households bank water during “on” periods of the shedding schedule, smoothing out the gap between supply windows rather than replacing the source entirely.
Shared or community boreholes. For households that can’t justify the cost individually, a shared borehole among several families or a street can spread both the upfront cost and the ongoing maintenance burden.
Water bowsers and council-supplied points. In the shorter term, council has continued using water bowsers to supply the worst-affected areas, and reporting burst pipes promptly, as officials have requested, can help reduce the water lost before it ever reaches a household tap.
The Bottom Line
Bulawayo’s dams are, for the first time in years, not the primary constraint on the city’s water supply — its pipes and pumps are. That distinction matters for what comes next: infrastructure rehabilitation, not just rainfall, is what stands between the city and a return to reliable daily supply. In the meantime, residents weighing their own water security have several options beyond a single expensive borehole — and a mix of smaller, cheaper interventions may offer better value than any one solution alone.
